[SchoolFinance] Health insurance coverage

[Powell, Terry]

Our Ed Techs health insurance coverage only goes through June 30, since
their agreements end on June 30.  If they choose pay averaging, they get
paid through August typically, but if they are retiring, we would pay them
out in June.
