[SchoolFinance] Unassigned Fund Balance

MSAD 17 estimates the fund balance and puts it back into the next year's
budget.  In FY2023 we had an unassigned fund balance of $2,625,791.  We
added $2,100,000 to our FY25 budget as carryover.
