[SchoolFinance] Educational Service Centers - Fiscal Agents???

Happy Wednesday!
I would love to talk to those Business managers that are  fiscal agents for
a service center. How do you run it? Is it under its own EIN? Who is
responsible for the invoice and billing?  etc.
