[SchoolFinance] Van driver hourly rates

At RSU No 38, our Van Drivers are paid $19.31/hr for 0-1 years experience
and $22.07 for 2+ years of experience.  They receive the same benefits as
our bus drivers which is full single health and full single dental for
regular route drivers working at least 4/hours per day.
