[SchoolFinance] Educator Workforce Shortage grant

I reached out to MDOE and was told that when the State of Maine Department
of Administrative and Financial Services has completed approving and
attaching funds to the approved SAU applications, the invoicing
capabilities within GEMS will open for us to submit invoices.
