[SchoolFinance] Educator Workforce Shortage grant

We received this communication from Diana yesterday as we had emailed her
to inquire:

"Good afternoon,

This has taken longer than any of us imagined and each of you have been so
patient as we continue to work with staff from the Maine Department of
Administrative and Financial Services to prepare GEMS to open-up the
invoicing feature.  We sincerely appreciate your patience. As you set-up
your systems to invoice, the Fund code is 2627 and the Revenue Code is 4531.
