[SchoolFinance] Special Ed high cost out-of-district (OOD) tuition adjustment

We figured this out too late (and it was a big year for tuition) and will
now pay salaries, even though salaries come with a penalty.
Maybe we will write in Transportation costs for FY25, thanks for that info.
