[SchoolFinance] Account Coding in AptaFund

Hi Holly,

I created a new chart of accounts and edited out all the accounts that were
not accepted in NEO. It resulted in a smaller chart of accounts but overall
much easier for all. My teachers really appreciate not having to choose
between 6100, 6102, etc.. when submitting purchase requisitions.
