[SchoolFinance] Per pupil allocation for books/periodicals

Hi,
To encourage and support equity among our schools, we will be proposing a
per pupil amount of $10 (I know, it's pretty low) for library books this
year. This will be a new concept for our board, so we are starting off
pretty low.
