[SchoolFinance] School ERP budget file error code

First make sure your budget is set as "Use Journal".  If not, copy it to a
new column (set as use journal) and use the new column for the upload file.
Set the "Use Journal" budget as the  "Working Budget" in GL/Config/General
Ledger Default Settings.
