[SchoolFinance] 403b providers

MSAD 11 contracts with TSACG /OMNI as its Plan Administrator.  TSACG/OMNI
provides plan administrator services at no charge to school districts.
When the district transitioned to TSACG, we scaled down our provider list
to 10.  In order for a new provider to be added, the provider needs to sign
a minimum of five MSAD 11 clients.

We love working with TSACG/OMNI.  They are extremely helpful and everything
is online.
