About the Session:
The National Center for Systemic Improvement (NCSI) is partnering with Dr. Sara Kangas, a leading expert in English learners (ELs) with disabilities, to bring EL and special education state education agency leaders (SEA) leaders together for a one-hour national webinar on reclassification of dually identified students. The webinar draws from the contents of a soon-to-be released policy brief that addresses important considerations in the reclassification of ELs with disabilities.
The webinar and accompanying policy brief will provide SEA leaders with:
1. a portrait of the reclassification policies for ELs with disabilities in the U.S.
2. the latest research findings regarding equitable reclassification
3. recommendations for promoting reclassification policies and procedures that consider the unique needs of dually identified students

Why does this matter:
Reclassification is a high-stakes process that determines whether ELs have reached state standards for English proficiency. Research suggests that ELs with disabilities are reclassified as English Proficient at markedly lower rates than their EL peers (Sahakyan & Ryan, 2018; Slama et al., 2017), as they are unable to meet the thresholds for English proficiency established in state reclassification policies (Kangas & Schissel, 2018; Umansky et al., 2017). Emerging scholarship is beginning to explore this phenomenon and its contribution to two broader disproportionality trends:
1. the overrepresentation of ELs with disabilities among long-term English learners
(Burke et al., 2016; Kieffer & Parker, 2016; Sahakyan & Ryan, 2018; Shin, 2020)
2. the overrepresentation of ELs in special education in secondary grades (Umansky et al., 2017; Schissel & Kangas, 2018).
As state reclassification policies across most of the U.S. will be revisited in the wake of upcoming changes to English language proficiency assessments, promoting collaboration among EL and special education SEA leaders is timely. Interdepartmental collaboration among SEA leaders can facilitate revised and new policies that account for the intersection of language learning and disability during reclassification.
