I made some adjustments a little earlier that seem to let through all of the messages aside from the ones where the system is sending as @maine.gov. Since then I have attempted to make additional changes to allow this type of "spoofing" of maine.gov by the listserv system. These changes can be testing in an hour.

Microsoft's filtering is very sensitive to our domain being spoofed without DKIM verification, this recently has become more sensitive so it may take a couple attempts to get this right. If the changes that have been made do not fix the issue let me know.
