9:00 - 10:30 a.m. - Welcome & Featured Speaker
Resiliency in the Aftermath of a Tragedy Dr. Michele Freeman will discuss her personal and professional experiences leading through the tragedy that occurred in Las Vegas on October 1, 2017, as well as a more general discussion about transcending grief and trauma to adapt to shakeups in your organizations and communities. Michele advises, "As difficult as it can be, you must manage the environment rather than let the environment manage you." Some of the additional concepts that will be addressed include: how internal and external factors can impact your environment; how to remain resilient in the wake of a tragedy; and how to maintain hope and a positive, optimistic outlook when the world around you seems to be falling apart

Participants will leave with a foundational skill set on personal safety, how to build situational awareness and how they can also bring this knowledge to their place of employment to create a safe environment for all. Topics covered will include: situational awareness around the workplace; Maine self-defense laws; parking lot and vehicle safety; and how to plan before chaos.

Effective Local Leadership: Policy Development & Implementation
For many Mainers, municipal operations and officials constitute their primary interaction with Government. Plowed roads, clean water, prompt emergency services, and quality education are some of the most impactful. Many of these issues can also be our most complex and controversial. So, how do local policymakers successfully approach the challenges facing their communities? Drawing on the experiences of other local leaders, officials will hear about what worked and what didn't work in other Maine communities. They will learn how to employ evidence-based policymaking to effectively confront the challenges their communities face.
Facilitator: Jen Thompson, Staff Attorney, MMA Legal Services; Panelists: Kristen Dow, Consultant, Berry Dunn, and former Director, Portland Department of Health & Human Services; others TBD
Certification: Valid for 1.25 MTCMA Certification credits in the following categories: Leadership & Finance/Budget
12:00 - 1:15 p.m. - MMA Leadership and Recognition Luncheon

Clerks and ballot clerks are invited to have a group photo taken following the luncheon, location TBD.
1:15 - 2:30 p.m. - Concurrent Session Block #2
Lessons on Infrastructure Resilience from MaineDOT Maine has experienced severe storms on large and small scales in recent years. Storm impacts have caused road closures and long detours leading to EMS delays, power outages and in some cases, people to be cut off from access to roads. How does the State move forward to protect our roads, culverts and bridges. MaineDOT has changed their design standards to accommodate larger storm events, is developing a dynamic sea level rise model and is evaluating it's system vulnerability. Work MaineDOT has done can be scaled to municipal assessments and resilience implementation. Learn from MaineDOT about opportunities and challenges.
Presenter: Joyce Taylor, P.E., Chief Engineer, MaineDOT
