[Cacfp] CACFP Procurement Guidance and Training- document reviewing information

Hello Participating CACFP Agencies:
The CACFP State Agency is required to annually distribute procurement guidance. Please visit the Resources page of our Maine CACFP website (https://www.maine.gov/doe/schools/nutrition/cacfp/resources) and review the USDA memo and guidance related to procurement in the CACFP:

Review of the USDA procurement guidance and memo is considered adequate procurement training, so please document the names of persons reviewing the information and the date of review as part of your annual in-house training.
The procurement document titled "USDA Procurement Guidance Memo" has correct procurement information with the exception of the purchase thresholds which were increased; those threshold amounts are included in the document titled "Updates to Federal Micropurchase Threshold". In the "USDA Procurement Guidance Memo", we have highlighted the information that will affect most institutions. In "Updates to Federal Micropurchase Threshold", FNS and USDA added a micro-purchase threshold (currently $50,000) which allows an institution to purchase up to $50,000 worth of CACFP-related products per purchase (shopping trip, vendor order, etc.) with reimbursement funds without comparing prices from 3 vendors or sources. However, all CACFP institutions are still be expected to purchase goods and services from more than one source, if multiple sources have been determined to be comparable in price, location, convenience, etc. Every institution must have Written Standards of Conduct for people with CACFP purchasing duties and those Written Standards of Conduct must be kept with your CACFP files. Written Standards of Conduct are also uploaded to the checklist page of CNPweb as part of the annual agreement.
Any single CACFP-related purchase exceeding $50,000 will need to be documented with procurement records. Procurement is a requirement for any single purchase that totals over $50,000 and does not apply to most of you. Institutions that contract with Food Service Management Companies must consider the entire contract price when determining whether to use small purchase procedures or if sealed bids are required. Please be sure that all transactions below $50,000 (even though the micro-purchase rules apply and procurement is not required) are reasonable and purchases are equitably distributed among qualified suppliers.
