[Cacfp] CACFP Budget

Good Morning,

The Maine CACFP Team has been listening to feedback from the field regarding the CACFP budget process and working with USDA regarding your concerns. We met with USDA this week and came up with a plan moving forward- please make sure to read the full email below:

The CACFP budget should be a big picture of the total cost of the food program. Time studies would be an allowable justification for estimates written in the budget. If staff are not going to be paid with CACFP Reimbursement, then Time/Attendance records are not required. With that said, during Administrative Reviews if we do not see all reimbursement was spent on Food/Non-food, the State Agency may need to investigate other expenses and/or months to justify the reimbursement received. For any portion of reimbursement that cannot be justified, then that amount will need to be returned to the State Agency/USDA. If the State Agency finds Sponsors are paying CACFP Staffing during the Administrative Review, and it is not approved in the budget, the Sponsor will be issued a finding, and the budget will need to be revised as part of corrective action.

If staff are going to be paid with CACFP reimbursement, then it should be noted in the budget summary and staff time must be tracked by CACFP Operating Labor and Admin Labor (time sheets). If only certain employees time will be paid with CACFP Reimbursement, then the Sponsoring Agency should note that in the budget. The sponsor should highlight/or change the text color for those positions they plan to cover labor expenses with CACFP dollars. Only those employees would be required to track their time by CACFP Operating Labor and Admin Labor, and only those employee's payroll will be reviewed by the State Agency during administrative reviews.
